Project Name: ACPET vStream

ACPET is the Australian Council for Private Education and Training - the national industry association for independent providers of post-compulsory education and training, for Australian and international students, including Higher Education, Vocational Education and Training, English Language Courses, Senior Secondary Studies and Foundation Studies.
The ACPET Mission is to enhance quality, choice, innovation and diversity in Australian education and training for individual and national development. ACPET works pro-actively and co-operatively with government, education and training providers, industry and community organisations in order to ensure that vocational and higher education and training services provide choice and diversity and well-targeted, appropriately delivered courses which are widely accessible and of high quality.
ACPET has a long history of engaging private providers in e-learning through the Australian Flexible Learning Framework.

There are five RTOs participating in this project across four states as follows:

‍Project Profile: What is the problem or opportunity you are addressing in this project?


This project aims to build the capacity of private RTOs by experimenting and developing e-learning and e-assessment tools, platforms and systems with a focus on common freeware and cost-effective tools, using cloud applications for video streaming and mobile technologies, including iPads.
The five RTOs across four states will collaborate to develop high definition video content and pilot interactive, synchronous video communication and recordings for e-learning and e-assessment, exploring NBN opportunities for faster speed and better access for learners to overcome issues of distance, location, travel and time costs for e-learning and e-assessment facilitation.
An ‘RTO NBN enabled capability framework’ will be developed to assist RTOs to determine readiness - capability strengths, gaps and workforce development needs.

‍Who are the learners and how will they benefit from this project?

Target learner groups include:
  • learners who possess aptitude to enter the cosmetic medical industry or from a health/beauty background;
  • Indigenous Australians, women, disadvantaged job seekers, people with a disability, people with a mental illness, disengaged youth, youth at risk – to engage in active job seeking and/or further study;
  • home and community carers who have remote clients, Coordinators and Registered Nurses;
  • Indigenous people needing greater employment opportunities in their local communities;
  • conservation and land management courses help to provide employment outcomes for participants through Ranger programs and Tourism operations;
  • women who may be school leavers, mature aged, unemployed, entering the workforce for the first time, change of career direction, already in the workforce without a formal qualification, regionally based.
The learners are located in four states at:
Geraldton (WA), Mandurah (WA), South Perth (WA), Victoria Park (WA), and Meadow Springs (WA), Brunswick (VIC), Willunga (SA), Aldinga Beach (SA), Seaford (SA), Armidale (NSW), Sydney (NSW), and Darwin (NT).
The learners are training in the following industry areas:
Health and Beauty, Management, Business Services, Community Services – Aged Care, Home and Community Care, Financial Services, Conservation and Land Management, Dental Assisting.

‍How are you currently delivering this training? (ie prior to the project)

The five participating RTOs have been using a combination of traditional print-based materials and assessments delivered face to face or by post, but have also experimented with a range of e-learning tools and systems and are ready for the next stage in their development for using videostreaming with mobile technologies.

How will your project demonstrate the power of broadband to enhance outcomes for learners?

By developing and streaming High Definition video for learning purposes.

January 2012

The vStream project team has had two online meetings so far using Elluminate. The first one provided an overall induction to the project, answered questions and introduced members to each other. The second one involved a discussion around project planning leading to the development of individual RTO project plans and milestones, and a collective one for the overall project. Individual discussions have been held with participants where needed to answer specific questions, clarify requirements and offer help and support in getting started. A project Moodle has been set up and populated, and participants will participate in an online session in effectively using the Moodle next week.

We have been having regular fortnightly online sessions with project participants using Blackboard Elluminate, to learn a range of new e-learning strategies using HD video, and to share experiences, ask questions and provide an update on project progress. We have also been using a Moodle to share information, interesting articles and videos. members developed their individual project plans and some have already started on their projects. A member of the team shared a video they had produced and discussed the process they had undertaken, which other members found very useful in starting their own video production projects. Project participants were inspired by a guest speaker in one of the sessions, who shared how she had used virtual worlds effectively for learning, with outstanding outcomes. The project facilitator, Melanie is now scheduling individual mentoring sessions with each RTO, either face to face or online, to support RTOs with their individual projects, since each RTO faces different challenges and are at different stages of readiness to produce, deliver and facilitate learning using mobile video streaming.

March 2012

Project participants are progressively working through their project plans, and the fortnightly Blackboard Elluminate sessions are continuing - participants are finding them very useful. The topics covered so far are as follows:Using the Moodle learning management systemVideo streamingVirtual worlds (Part 1)Using audioUpcoming topics will address video-conferencing, telepresence, online RPL, mobile devices, collaborative tools and QR codes.The project facilitator, melanie is conducting visits and one to one sessions online with each RTO participant to assist with issues related to their respective projects. The co-project manager Wendy is seeking input from participants to develop a capability framework for upskilling staff in each RTO.Participation in the monthly national webinars is keeping us up to date with national requirements so we stay on track.

April 2012

This month we have continued with the fortnightly online PD sessions and also invited RTOs to share progress on their respective projects and their learnings, barriers, triumphs and set backs. Our project facilitator Melanie Worrall has been progressively visiting RTOs across states which have been very helpful for progressing projects. Fiona Huskinson visited with emmbers of the project team in SA and with one of the RTOs (CSTDC). It gave us the opportunity to discuss the project overall and the experience of one of the RTOs, and also to review our overall progress highlighting project strengths and areas that we need to focus more on.
